Parking & access to Tallinn Town Hall

Tallinn Town Hall is located at the Town Hall Square, in the heart of the Old Town of Tallinn, which is a pedestrian area. The closest you can get to the Town Hall by car is the corner of Kullassepa, Harju and Niguliste streets, ~50 m away from the Town Hall. The nearest car park is Rüütli 3. (Access to the Old Town in both cases from Suur-Karja street via Müürivahe and Rüütli street).

The parking lots the near Vabaduse väljak, Kaarli pst. 2 and the underground car park are ~550 m away.

If you organise an event in the Town Hall and need to transport food or equipment that cannot be delivered to the Town Hall between 8.30-10.00 a.m. (when you do not need extra permit for serving the event), you can apply  for a temporary entry permit.

In order to receive temporary permission for access to the Town Hall by car, you need to make an application which must be sent to the Town Hall e-mail address raekoda@tallinnlv.ee at least 3 days before you need the permission.

The application must include the following:

  1. Company Name,
  2. Name and contacts (phone and e-mail) of the person in charge,
  3. The registration number of the vehicle,
  4. Name of the event and purpose of the access to the Town Hall a) food and catering equipment b) technical equipment
  5. The route: a) Vana-Posti, Harju, Kullassepa, Raekoja plats 1, b)Pikk, Kinga, Raekoja plats 1
  6. The date and time of the entrance to the Town Hall Square (30-minute period)

The digital permit is issued via the Tallinn Car Parking Management Platform. The permit is intended for loading goods, it allows stopping for 30 minutes but does not give you the right to park in the Town Hall Square.
