3.Justitia of the main stairs

Above the main stairs you can see a stone plaque, the lower part of which depicts the coat of arms of Tallinn with the three lions. The upper part depicts Justitia or Lady Justice in a red garment, holding scales and a sword.

At one time, the plaque decorated the Town Hall’s entrance, which in the 17th century was in the centre of the building. From there the stairs led to the Council Chamber on the second floor, i.e. the door to the lower court.
